Dr. Franklin

Bill Franklin's career in higher education spans 35+ years.  He earned BA (65), MA (67) and Ph.D. (69) degrees in sociology from The University of Texas at Austin and completed post-graduate work at the University of Michigan and Harvard University.  His academic career included promotion through the academic ranks and service in administrative posts of Department Chair, Dean, Academic Vice President and President of two public universities.  In his academic role he authored/edited five books/monographs and published more than 30 scholarly articles.  During his administrative career, Dr. Franklin was active in state, regional and national higher education organizations, serving as chairman/president of the Council of Presidents & Chancellors of the Public Universities of Texas, the Association of Texas Colleges and Universities, the Commission of Colleges of the Southern Association of Colleges & Schools, and the Southern Association of Colleges & Schools, and as a member of the Executive Committee of the Board of the American Association of State Colleges & Universities.

Following his second university presidency, Dr. Franklin established and served as President & CEO of a private higher education consulting company, Bill Franklin & Associates, and subsequently joined the executive staff of the Texas International Education Consortium (TIEC), a private, non-profit consortium of 32 public universities in Texas that developed and administered large-scale international projects in higher education in more than 20 countries around the world.  The Consortium distinguished itself in working with foreign governments and private groups in designing and implementing U.S.-modeled universities in collaboration with in-country academics in countries such as Morocco, Saudi Arabia and Azerbaijan.  Each of the foregoing projects included the recruitment and placement of numerous academic and administrative personnel from both the U.S. and in country.  In addition, the Consortium provided technical assistance, training, and consultation in higher education reform in countries such as Mexico, Turkey, Vietnam, Mauritius, Malawi, Senegal, Qatar, United Arab Emirates and Malaysia. Dr. Franklin retired as President & CEO of TIEC in January 2000.

Dr. Franklin currently serves on the Board of Trustees of Schreiner University, Kerrville, Texas, and holds board positions on the InterBiologics Foundation and the American MedicoPharma R & D Foundation.
